When one predatory publisher gets identified and closes shop another one pops up in its place, usually using the same staff, editor, and policies as the one it replaces. This process is so much easier for online journals to do this than the print publishers. It's rare for these over-night entrepreneurs to give up on such a lucrative stream of revenue.
